Odds are this dialogue never really happened. However, the humor here, or what passes for it, is based on the fact that some surnames (typically Bengali) end in जी, which has nothing to do with the honorific जी. The police officer in this case states that thieves do not deserve the honorific जी, and strips it off of their names.
